The history of the battle specifically describes the tankworks - a tractor factory that had been converted to produce T-34's, not a repair depot (though it served in that capacity as well during the battle). Yes, the Soviets had T-34 facilities elsewhere - quite a few - but the Nazis weren't ever going to be able to do anything about those. This one was close to the front and therefore an achievable objective.

The battle for Stalingrad started in July of 1943 (months before Pearl Harbor, and in the summer - no frozen rivers/lakes). The Germans anticipated taking the city before winter, and they very nearly succeeded. A key mission of the German air units was to prevent supplies and reinforcements from crossing the river in support of the Soviet forces on their side. After three months of battle, the Germans had control of the bulk of the city west of the Volga (which is a river, not a lake) and had driven the Soviets into small pockets hugging the west side of the river.

Unfortunately, the Germans had placed so much emphasis on taking the city that their flanks north and south of the city were being held only by unreliable non-German troops, and even these were stretched too thin to cover the area they were supposed to be defending. Hitler was warned; his reaction was to relieve the general who had warned him and replace him with someone else. The Soviets, however, had no problem recognizing the weakness and, in their counterattack, struck outside of the city directly at those non-German units, smashing through those units to encircle and surround the Germans in Stalingrad. It was only AFTER this that the Volga froze, allowing the Soviets to relieve the beleaguered Soviet forces within the city itself.
