Without reviewing the context of your question, or long delay for "study", my knee-jerk answer would be that the government needs to be consistent.

There actually is a long list of complaints of the "social-engineering" "gov" that I would subscribe to. Also, signs of them actually doing a bang-up good job, such as mail delivery, and taking a most strategic geographical position in theaters from which our national well-being/welfare is threatened. (Iraq) :-)

This may also be a problem with the politicians themselves, as we see in the current campaign. There should be a visible change in circumstances associated with the "persona" modifications.

I realise that it is laughable and somewhat hypocritical of voters to expect the candidates to have more integrity than they themselves have. It is also hypocritical to really expect our leaders to have plans that survive the first "engagement" in 20/20 hindsight.
