Without reviewing the context of your question, or long delay for "study", my knee-jerk answer would be that the government needs to be consistent.

There actually is a long list of complaints of the "social-engineering" "gov" that I would subscribe to. Also, signs of them actually doing a bang-up good job, such as mail delivery, and taking a most strategic geographical position in theaters from which our national well-being/welfare is threatened. This may also be a problem with the politicians themselves, as we see in the current campaign. There should be a visible change in circumstances associated with the "persona" modifications.
